#2 - Evaluation Options with Vulnerable Populations
A full-day, intermediate workshop facilitated by:
Martha McGuire & Rochelle Zorzi, Cathexis Consulting Inc., Toronto ON


There are many challenges, including ethical issues, in conducting evaluations of programs serving vulnerable populations. Some evaluation designs work better than others, particularly when determining attribution is important. This workshop is intended for those who do evaluations as well as those with primary responsibility for overseeing evaluations involving vulnerable populations. It will address several questions. What is the role and importance of evaluability assessments in evaluations with vulnerable populations? What options exist for addressing ethical issues? What factors are considered in selecting the most appropriate design? Application of design development will take place in small groups using case studies. Participants will be provided with background information on a program, given some parameters that would be included in the evaluation terms of reference and asked to develop an outline for an appropriate design. By the end of this workshop, participants will have a clearer understanding of the issues that must be considered in and the design options for conducting evaluations with vulnerable populations.
